Can you tell me how are the "texture" lines (those circles - for the lack of word) on her jumpsuit done?

make normal color with lights and shadow in one layer then
chose a teaxture (or make a new one with some circle in this case)
and put the saturation at 0 (it have to be in gray scale or it will change the base color)
then put the layer with the gray texture just above the one with the colors
and choose as layer fusion "Overlay" ...or try another if it look best to you... then regulate the opacity.
